Ride & Enjoy
Enjoy your new e-bike and ride safely!
All adaptive rebates for 2026 have been distributed. The application will re-open in early 2027. Please note, if you have already submitted an adaptive rebate application, you do not need to take any additional action. Your application is still in the pool for next year.
Eligibility Requirements
To qualify, you must:
- Live in the City of Portland
- Be 18 years or older
- Have a household income at or below 80% of Area Median Income (AMI)
- Need an adaptive e-bike due to chronic and/or permanent disability and are not otherwise able to safely ride a standard or cargo e-bike without modification. Modification includes features, adjustments, or configurations that make an e-bike safe and accessible for riders with disabilities and/or limited mobility, such as adaptive seating, pedal assist customization, throttle controls, stabilization wheels, or seating support.
- Have a valid email address to send and receive communications
- Successfully complete the required online e-bike safety training
- Be able to provide and upload proof of disability documentation
- Redeem the rebate at participating adaptive program e-bike retailers in Portland
- Agree to not re-sell your new e-bike or conversion for at least 1 year after purchase
- Be respectful to retailers and customer service teams
| Household Size | 2025 AMI: 80% AMI For use through 12/31/2026 |
|---|---|
| 1 | $62,350 |
| 2 | $72,700 |
| 3 | $83,100 |
| 4 | $93,500 |
| 5 | $112,200 |
The Portland Rides program uses Area Median Income (AMI) data to effectively engage with priority populations. AMI represents the midpoint of a region’s income distribution, where half of the households earn more and half earn less. Portland Rides uses 2025 AMI data through December 31, 2026 based on the May 1 timing of AMI data release. This approach ensures consistent eligibility requirements for the year.
Rebate Amounts
- Up to $8,500 for new adaptive e-bikes OR up to $2,800 for electric or wheelchair conversions. Learn more
- Up to $300 for approved accessories (helmet, lock, lights, pannier, etc.)
- Each rebate can only be redeemed one time per person throughout the lifetime of the program
- Once approved, you’ll receive two rebate emails — one for the e-bike and one for accessories. You will have 120 days to redeem both rebates at a participating retailer. The rebates cannot be combined and can be used at different retailers, but each must be used in one transaction (i.e., the accessories rebate can only be applied toward the cost of accessories and can only be used in a single transaction but does not need to be purchased at the same retailer where you purchased your bike).
- If the best e-bike fit for you, following an adaptive custom fitting, is a standard or cargo e-bike (including e-trike without at least one modification), the adaptive retailer will provide you with the standard rebate (up to $1,600) or cargo rebate (up to $2,350) when ordering your standard or cargo e-bike.
At this time, only one adaptive customer per household will be eligible for a rebate to ensure greater geographic distribution of adaptive e-bikes. The Portland Rides Program is evaluating the potential of multiple adaptive rebates awarded to one home in future program years.
