Eligibility Requirements
The Portland Rides program launched on April 6, 2026. Standard and cargo e-bike rebates will be released three times per year. The application will be open year-round, with brief closures on rebate release dates. Once you apply, if you are not selected on a rebate release date then you will automatically be re-entered into the applicant pool. You do not need to re-apply for the program for the duration of the 2026–2029 program life.
To qualify, you must:
- Live in the City of Portland
- Be 18 years or older
- Have a household income at or below 60% of Area Median Income (AMI)
- Have a valid email address to send and receive communications
- Successfully complete the required online e-bike safety training and upload completion certificate with your application (certificate will be emailed from Reach 360 Notifications <notifications-no-reply@articulate.com>)
- Redeem the rebate at participating Portland e-bike retailers
- Agree to not re-sell your new e-bike for at least 1 year after purchase
- Be respectful to retailers and customer service teams
| Household Size | 2025 AMI: 60% For use through 12/31/2026 |
|---|---|
| 1 | $52,140 |
| 2 | $59,580 |
| 3 | $67,020 |
| 4 | $74,460 |
| 5 | $80,460 |
The Portland Rides program uses Area Median Income (AMI) data to effectively engage with priority populations. AMI represents the midpoint of a region’s income distribution, where half of the households earn more and half earn less. Portland Rides uses 2025 AMI data through December 31, 2026 based on the May 1 timing of AMI data release. This approach ensures consistent eligibility requirements for the year.
Rebate Amounts
- Up to $1,600 for a new Standard Class 1 or 2 e-bike
- Up to $2,350 for a new Cargo Class 1 or 2 e-bike
- Up to $300 for approved accessories (helmet, lock, lights, pannier, etc.)
- Each rebate can only be redeemed one time per person throughout the lifetime of the program
- Once approved, you’ll receive two rebate emails — one for the e-bike and one for accessories. You will have 60 days to redeem both rebates at a participating retailer. The rebates cannot be combined and can be used at different retailers but each must be used in one transaction (i.e. the accessories rebate can only be applied toward the cost of accessories and can only be used in a single transaction but does not need to be purchased at the same retailer where you purchased your e-bike).
Note: If you redeem one rebate only (e-bike or accessories) within the 60-day redemption cycle, your account will reflect a “rebate redeemed” status at the close of the cycle. Your unused rebate will no longer be active and you will not be eligible to reapply. Similarly, if you do not redeem your e-bike or your accessories rebates within the 60-day redemption cycle, your unused rebates will no longer be active and you will not be eligible to reapply.
This means if you purchase rebated accessories and are unable to purchase the e-bike during the redemption cycle, you will become ineligible for the e-bike rebate. If you do not purchase either in time, you will become ineligible for both rebates. Make sure to use both rebates before the expiration date, even if your e-bike has not arrived by that time. Your retailer can assist you with picking accessories that will fit your chosen e-bike.
